Under the supervision of the Admissions & Lease Compliance Administrator, the Admissions Specialist performs program assistance and clerical work as receptionist for the main office, screening applicants for housing, determining applicant eligibility, and offering available housing. The incumbent performs interviews, conducts background checks and applicant verifications, performs data entry, and assists with other clerical duties.

Under supervision of the Property Manager, the Assistant Property Manager assists with the management of a residential apartment community. This position is responsible for leasing vacant apartments, completing recertification, conducting inspections, and sending tenant notices. The community may have a mix of market rate / workforce units, Low Income Tax Credit LIHTC) units and/or Project Based Rental Assistance. OVERVIEW
The Apartment Maintenance Technician performs skilled work in the maintenance and repair of apartment buildings and building fixtures. The incumbent works as a member of a maintenance crew and performs a variety of skilled tasks in several mechanical and building trades.

MINIMUM REQUIREMENTS
High School Graduation or GED and supplemented by completion of appropriate apprenticeship programs, or in-service training programs. Proficiency in the following mechanical and building craft trades: electrical, appliance repair, plumbing, and carpentry. An equivalent combination of education and experience may be considered. Preference may be given to applicants who hold the Certificated Apartment Maintenance Technician designation and/or have experience using Yardi Voyage software for work orders.
Must have a valid driver’s license and safe driving history.

Under the supervision of the Sr. Occupancy Specialist, the Occupancy Specialist performs specialized technical and clerical work supporting various types of Section 8 housing programs. The Occupancy Specialist examines eligibility of KCDC clients and prospective clients for rental assistance, processes monthly housing assistance payments to landlords, and processes utility allowance payments to the utility company.

Under supervision of the Senior Accountant-Payroll, the Accounting Technician II-Payroll generates payroll on a biweekly basis, resolve payroll issues with employees, assists with the timely remittance of reports and reconciliation of payroll related accounts. This position requires independent judgment in daily activities and receives general instructions on special projects or new assignments.

Your direct team may consist of the following positions depending on the size of the assigned property: an Assistant Property Manager, Leasing and Occupancy Specialist (s), Maintenance Supervisor, Apartment Maintenance Technician(s), and Custodian. The entire KCDC team works together to improve the quality of life of our residents, to ensure well-maintained and attractive properties, and to design outstanding business and professional protocols to achieve maximum funding to expand affordable housing in Knoxville and Knox County.

Under the supervision of the Section 8 Director, the Special Programs Administrator is responsible for administering all aspects of one or more Section 8 programs to ensure decent, affordable, and fiscally sound housing. The program is comprised of Project Based Vouchers, Family Unification Vouchers, Veteran Affairs Supportive Housing Vouchers, Mainstream Vouchers and Moderate Rehabilitation. The incumbent is responsible for supervision of staff, regulatory compliance, resident/occupancy issues, and community/resident relations.

KCDC has internship positions available for highly qualified students interested in learning more about affordable housing. Positions will provide an enhancement to the education experience and are available in policy, geography, agriculture, architecture, accounting, law, and related fields. This opportunity will provide the intern with an opportunity to become very familiar with subsidized housing and the importance of affordable housing.
KCDC serves as the public housing authority for both the City of Knoxville and Knox County and the redevelopment agency for the City of Knoxville. KCDC provides affordable housing at 20 separate sites for some 3,500 families and individuals while concurrently administering some 4,000 section 8 vouchers.
