The Accountant works as a member of the Finance Team under the direction of the Senior Accountant and maintains the Authority’s financial records in accordance with Department of Housing and Urban Development (HUD) accounting and auditing principles. This position performs tasks related to financial accounting, budgeting, and reporting. The Accountant is responsible for performing complex account reconciliations as well as interpreting and applying HUD, program, and generally accepted accounting principles (GAAP) requirements to financial operations. This position aids departmental efforts to manage revenue and disburse funds in accordance with appropriate policies, procedures, and GAAP.

The Activity Coordinator is responsible for planning activities, outings, and events designed to build a sense of community while enriching the lives of KCDC residents and staff. The Activity Coordinator works with Property Manager to coordinate events, plan for staffing, and acquire materials. This position is responsible for creating promotional materials and marketing events in advance to encourage participation. All activities must support Knoxville’s Community Development Corporation’s (“KCDC” or “Authority”) mission, strategic goals, and objectives.

Under supervision the Apartment Maintenance Technician performs skilled work in the maintenance and upkeep of apartment buildings and building fixtures. The employee will work as a member of a maintenance crew and performs a variety of skilled tasks in several mechanical and building trades including plumbing, electrical, appliance repair, carpentry, and HVAC.

The Assistant Finance Director (AFD) works as a member of the Finance Department Leadership Team under the direction of the Finance Director. This position supports KCDC’s accounting functions in accordance with GAAP, GASB, FASB, and HUD guidelines. The AFD assists with month-end close, conducts research, prepares budgets, provides analysis and reporting on financial and compliance measures. This position oversees the Accounts Payable Division.

Under supervision of the Property Manager, the Assistant Property Manager assists with the management of a residential apartment community. This position is responsible for leasing vacant apartments, completing recertifications, conducting inspections, and sending tenant notices. The community may have a mix of Project Based Rental Assistance, Low Income Tax Credit, Public Housing or Market Rate units. All work must comply with company policies, laws and regulations. This position operates within and contributes to an environment in compliance with Fair Housing laws and Equal Employment Opportunity.

KCDC is seeking an individual with the desire to manage the maintenance and repair of apartment buildings. The incumbent plans, schedules, assigns, supervises, and coordinates the work of a maintenance crew in the performance of skilled tasks in several of the mechanical and building trades. The community may have a mix of market rate/workforce units, Low Income Public Housing, (LIPH)Low Income Tax Housing Credit (LIHTC) units and/or Project Based Rental Assistance.
Your direct team may consist of the following positions depending on the size of the assigned property: Apartment Maintenance Technician(s) and Custodian. The entire KCDC team works together to improve the quality of life of our residents, to ensure well-maintained and attractive properties, and to design outstanding business and professional protocols to achieve maximum funding to expand affordable housing in Knoxville and Knox County.

Under the supervision of a Special Program Administrator, the Occupancy Specialist performs specialized technical and clerical work supporting various types of Section 8 housing programs. The Occupancy Specialist examines eligibility of KCDC clients and prospective clients for rental assistance, processes monthly housing assistance payments to landlords, and processes utility allowance payments to the utility company.
